2023年10月17日(ri),九(jiu)江市(shi)人民(min)政府辦公室印(yin)發《九(jiu)江市(shi)建(jian)筑(zhu)垃(la)圾(ji)(ji)管(guan)理(li)(li)提(ti)升工作方(fang)(fang)案》(九(jiu)府辦字(zi)〔2023〕86號(hao)),從“實施(shi)統籌(chou)推(tui)進、嚴格全(quan)過程(cheng)管(guan)理(li)(li)、提(ti)升消納(na)處(chu)(chu)置能力(li)”三個(ge)方(fang)(fang)面(mian)(mian),提(ti)出了11條具體措施(shi),明確了3個(ge)實施(shi)步驟和4項工作保障。《工作方(fang)(fang)案》要求,到2025年底(di),基本實現全(quan)市(shi)建(jian)筑(zhu)垃(la)圾(ji)(ji)分(fen)類(lei)收集、分(fen)類(lei)處(chu)(chu)理(li)(li)全(quan)覆(fu)蓋,全(quan)市(shi)建(jian)筑(zhu)垃(la)圾(ji)(ji)管(guan)理(li)(li)服務“一張網”全(quan)面(mian)(mian)建(jian)成,建(jian)筑(zhu)垃(la)圾(ji)(ji)全(quan)過程(cheng)管(guan)理(li)(li)體系基本形成,建(jian)筑(zhu)垃(la)圾(ji)(ji)減量化、資源化等(deng)“綠色建(jian)設”方(fang)(fang)式深入人心(xin),建(jian)筑(zhu)垃(la)圾(ji)(ji)綜合利用率達到60%以上。

《九(jiu)江市(shi)建筑垃(la)圾管理提升工作(zuo)方(fang)案》已經2023年10月7日市(shi)長辦公會研究通過,現(xian)印發給(gei)你們(men),請結合實際,認真貫徹執行。
九江市建筑垃圾管理提升工作方案
為深(shen)入落實(shi)中(zhong)共中(zhong)央、國務院(yuan)《關于(yu)深(shen)入打好污染防(fang)治(zhi)攻堅戰的意見》《“十四(si)五(wu)”時(shi)期“無廢城市(shi)”建設工作方案(an)》(環固體〔2021〕114號)等文件精神,提(ti)升我市(shi)建筑垃圾管理水平,持續改善城鄉人居環境,結合我市(shi)實(shi)際,制定本(ben)方案(an)。
一、總體要求
以(yi)(yi)習(xi)(xi)近平新時代中國特色(se)社(she)(she)會主義思(si)想(xiang)為指導,全(quan)面貫徹黨的二(er)十(shi)大精神和習(xi)(xi)近平生態文(wen)明思(si)想(xiang),統籌城市(shi)發展與建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)管理(li)(li),強(qiang)化制度、技(ji)術、市(shi)場(chang)、監管等保障體系建設(she),不(bu)斷完(wan)善(shan)政府主導、社(she)(she)會參與、行業主管、屬地管理(li)(li)的建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)管理(li)(li)體系,推進建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)減量化、資源(yuan)化、無害化,全(quan)面提升我市(shi)建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)管理(li)(li)水(shui)平。到2025年(nian)底,基(ji)(ji)本實現全(quan)市(shi)建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)分(fen)類(lei)收集(ji)、分(fen)類(lei)處理(li)(li)全(quan)覆蓋(gai),全(quan)市(shi)建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)管理(li)(li)服(fu)務“一(yi)張網”全(quan)面建成(cheng),建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)全(quan)過(guo)程(cheng)管理(li)(li)體系基(ji)(ji)本形(xing)成(cheng),建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)減量化、資源(yuan)化等“綠色(se)建設(she)”方式(shi)深入(ru)人心,建筑(zhu)(zhu)垃(la)(la)(la)圾(ji)(ji)綜(zong)合(he)利用(yong)率達到60%以(yi)(yi)上(shang)。
二、工作舉措
(一)實施統籌推進。
1.組織編制專項規劃。依法編(bian)制建筑垃圾污(wu)染環(huan)境防(fang)治(zhi)工作(zuo)規(gui)(gui)劃(hua),并就目標(biao)指(zhi)標(biao)、重點(dian)任(ren)務等做(zuo)好(hao)與本級(ji)國民經濟和社會發(fa)展規(gui)(gui)劃(hua)、國土(tu)空(kong)間規(gui)(gui)劃(hua)、生(sheng)態環(huan)境保護規(gui)(gui)劃(hua)、環(huan)境衛生(sheng)規(gui)(gui)劃(hua)等規(gui)(gui)劃(hua)的銜接。(責任(ren)單位:市(shi)(shi)城市(shi)(shi)管(guan)理局(ju)、市(shi)(shi)自然資源局(ju),各縣〔市(shi)(shi)、區〕人(ren)民政(zheng)府)
2.全力配合第三方評估。各縣(市(shi)、區)依(yi)據(ju)《建筑(zhu)垃圾規(gui)范(fan)化管理(li)(li)評估(gu)項目(mu)資料(liao)收集清單(dan)》,全(quan)面梳理(li)(li)本地區建筑(zhu)垃圾管理(li)(li)現(xian)狀,準(zhun)確反映管理(li)(li)盲區和短板(ban)弱項,全(quan)力配合完成市(shi)人大組織的第三方評估(gu)。(責任單(dan)位:市(shi)城市(shi)管理(li)(li)局(ju)、市(shi)住建局(ju)、市(shi)自然資源局(ju),各縣〔市(shi)、區〕人民政府)
3.建立健全管理規范。研究(jiu)(jiu)制定全(quan)市(shi)統(tong)一的建筑(zhu)(zhu)垃(la)圾(ji)運(yun)(yun)輸企業、運(yun)(yun)輸車輛、裝修垃(la)圾(ji)收(shou)集點、建筑(zhu)(zhu)垃(la)圾(ji)中轉分揀站、轉運(yun)(yun)調配場、資源化(hua)(hua)(hua)(hua)利(li)用廠(chang)的核(he)準條件,加強準入管理(li)(li)。研究(jiu)(jiu)制定以信用管理(li)(li)為(wei)(wei)基(ji)礎的行業管理(li)(li)規范(fan)(fan),引導建筑(zhu)(zhu)垃(la)圾(ji)運(yun)(yun)輸處置行業良性(xing)健康發展(zhan)。研究(jiu)(jiu)制定以減量(liang)化(hua)(hua)(hua)(hua)為(wei)(wei)基(ji)礎、資源化(hua)(hua)(hua)(hua)為(wei)(wei)重點,無害化(hua)(hua)(hua)(hua)為(wei)(wei)底限的建筑(zhu)(zhu)垃(la)圾(ji)綜合利(li)用指(zhi)導手冊,提升我市(shi)建筑(zhu)(zhu)垃(la)圾(ji)規范(fan)(fan)化(hua)(hua)(hua)(hua)管理(li)(li)水平。(責任(ren)單(dan)位:工作專班各成員單(dan)位,各縣〔市(shi)、區(qu)〕人(ren)民(min)政府)
4.建立完善支持政策。各(ge)級政(zheng)府應當落實稅收優(you)惠、制(zhi)定金融(rong)政(zheng)策(ce)和財政(zheng)政(zheng)策(ce),鼓勵(li)和支持建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)資源化利用(yong)(yong)技(ji)(ji)術(shu)的(de)研(yan)究(jiu)、開發(fa)、推(tui)廣和應用(yong)(yong),并(bing)在用(yong)(yong)地、產業(ye)(ye)等(deng)方面扶(fu)持和發(fa)展建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)消(xiao)納處(chu)置項(xiang)目(mu)(mu)(mu)。相關部門制(zhi)定建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)再(zai)生(sheng)(sheng)(sheng)產品應用(yong)(yong)技(ji)(ji)術(shu)規范(fan),確定產品使(shi)用(yong)(yong)范(fan)圍、使(shi)用(yong)(yong)比例,促進建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)再(zai)生(sheng)(sheng)(sheng)產品的(de)推(tui)廣。各(ge)級政(zheng)府或者國(guo)有控(kong)股企業(ye)(ye)投(tou)資建(jian)(jian)(jian)(jian)(jian)設的(de)公共(gong)設施、市(shi)政(zheng)基礎設施等(deng)項(xiang)目(mu)(mu)(mu)應當優(you)先使(shi)用(yong)(yong)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)再(zai)生(sheng)(sheng)(sheng)產品。鼓勵(li)社(she)會(hui)資本投(tou)資項(xiang)目(mu)(mu)(mu)使(shi)用(yong)(yong)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)再(zai)生(sheng)(sheng)(sheng)產品。建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)再(zai)生(sheng)(sheng)(sheng)產品的(de)使(shi)用(yong)(yong)情(qing)況(kuang)納入(ru)綠色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)評(ping)價、裝配式建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)示(shi)范(fan)、工程建(jian)(jian)(jian)(jian)(jian)設項(xiang)目(mu)(mu)(mu)獎項(xiang)評(ping)選范(fan)疇。(責任單(dan)位:工作專班各(ge)成員單(dan)位,各(ge)縣〔市(shi)、區〕人民政(zheng)府)
(二)嚴格全過程管理。
1.依法處置核準。全面(mian)(mian)落實房屋建(jian)(jian)(jian)(jian)筑工(gong)程、拆除工(gong)程、道(dao)路交通工(gong)程、市(shi)政(zheng)(zheng)園(yuan)林工(gong)程、河道(dao)水利工(gong)程等城市(shi)建(jian)(jian)(jian)(jian)筑垃(la)圾處(chu)置核準制度(du)。督促工(gong)程施(shi)(shi)工(gong)單(dan)(dan)位(wei)在工(gong)程開(kai)工(gong)前依法(fa)(fa)編(bian)制并備案(an)建(jian)(jian)(jian)(jian)筑垃(la)圾處(chu)理(li)方案(an),選擇具(ju)有(you)合法(fa)(fa)資(zi)質(zhi)的運(yun)(yun)(yun)輸(shu)企業簽(qian)訂運(yun)(yun)(yun)輸(shu)合同,明確建(jian)(jian)(jian)(jian)筑垃(la)圾運(yun)(yun)(yun)輸(shu)量(liang)、運(yun)(yun)(yun)輸(shu)責任(ren)、消納場(chang)所等,不得將建(jian)(jian)(jian)(jian)筑垃(la)圾交給個人(ren)或者未(wei)經(jing)核準從事建(jian)(jian)(jian)(jian)筑垃(la)圾運(yun)(yun)(yun)輸(shu)的單(dan)(dan)位(wei)運(yun)(yun)(yun)輸(shu),嚴禁(jin)“無(wu)證(zheng)”“無(wu)方案(an)”擅自處(chu)置建(jian)(jian)(jian)(jian)筑垃(la)圾。對店(dian)面(mian)(mian)裝修,供排(pai)水、電力、燃(ran)氣、通信等管(guan)線管(guan)道(dao)施(shi)(shi)工(gong),綠化(hua)(hua)施(shi)(shi)工(gong),道(dao)路及交通設(she)施(shi)(shi)維修,市(shi)政(zheng)(zheng)工(gong)程維修,居民住宅裝飾裝修等依法(fa)(fa)無(wu)需辦理(li)施(shi)(shi)工(gong)許可證(zheng)的零星施(shi)(shi)工(gong)項(xiang)目(mu),優化(hua)(hua)審批服務,簡化(hua)(hua)辦事流程,相關(guan)責任(ren)人(ren)(單(dan)(dan)位(wei))應當(dang)將建(jian)(jian)(jian)(jian)筑垃(la)圾交由有(you)資(zi)質(zhi)的運(yun)(yun)(yun)輸(shu)或消納企業處(chu)置,落實運(yun)(yun)(yun)輸(shu)計劃報備制度(du),實行閉環(huan)管(guan)理(li)。(責任(ren)單(dan)(dan)位(wei):市(shi)城市(shi)管(guan)理(li)局、市(shi)行政(zheng)(zheng)審批局、市(shi)住建(jian)(jian)(jian)(jian)局,各縣(xian)〔市(shi)、區〕人(ren)民政(zheng)(zheng)府)
2.做實源頭分類。對建(jian)(jian)設(she)工(gong)(gong)(gong)(gong)程,按照(zhao)工(gong)(gong)(gong)(gong)程渣土、工(gong)(gong)(gong)(gong)程泥(ni)漿和(he)工(gong)(gong)(gong)(gong)程垃(la)(la)(la)(la)圾等進(jin)行分類(lei)收集、分類(lei)存(cun)放,鼓(gu)勵(li)施工(gong)(gong)(gong)(gong)現場工(gong)(gong)(gong)(gong)程渣土就地回填(tian)和(he)工(gong)(gong)(gong)(gong)程廢料循(xun)環利(li)用(yong)(yong),提高工(gong)(gong)(gong)(gong)程材料重(zhong)復利(li)用(yong)(yong)率。工(gong)(gong)(gong)(gong)程垃(la)(la)(la)(la)圾應當規范(fan)處置,嚴禁直接填(tian)埋。對拆除(chu)垃(la)(la)(la)(la)圾,按照(zhao)金屬類(lei)、無機(ji)非金屬類(lei)、其(qi)他類(lei)等進(jin)行分類(lei)處置,鼓(gu)勵(li)將(jiang)建(jian)(jian)筑面(mian)積1萬平方米(mi)以上的(de)(de)拆除(chu)項目采取(qu)拆除(chu)施工(gong)(gong)(gong)(gong)單(dan)(dan)位(wei)與資(zi)源化(hua)利(li)用(yong)(yong)單(dan)(dan)位(wei)聯合招標,實行一體(ti)化(hua)處置。禁止將(jiang)危險(xian)廢物、工(gong)(gong)(gong)(gong)業固(gu)體(ti)廢物、生活垃(la)(la)(la)(la)圾等混(hun)入建(jian)(jian)筑垃(la)(la)(la)(la)圾。對裝(zhuang)修垃(la)(la)(la)(la)圾等零星垃(la)(la)(la)(la)圾,落(luo)實街道(dao)(鄉鎮)、社區和(he)物業的(de)(de)管理(li)(li)責任(ren)和(he)垃(la)(la)(la)(la)圾產(chan)生方的(de)(de)主(zhu)體(ti)責任(ren),按照(zhao)“誰產(chan)生,誰付費”原則,交由有資(zi)質的(de)(de)收運(yun)服(fu)務(wu)企業處置。小區應設(she)置專門的(de)(de)裝(zhuang)修垃(la)(la)(la)(la)圾暫(zan)存(cun)點或投放箱,推廣“垃(la)(la)(la)(la)圾不落(luo)地”收運(yun)服(fu)務(wu)模式(shi)。(責任(ren)單(dan)(dan)位(wei):市(shi)(shi)住建(jian)(jian)局、市(shi)(shi)自(zi)然資(zi)源局、市(shi)(shi)城市(shi)(shi)管理(li)(li)局,各縣〔市(shi)(shi)、區〕人民政府(fu))
3.加強運輸監管。推(tui)行(xing)(xing)建(jian)(jian)(jian)(jian)筑(zhu)垃圾(ji)運(yun)輸(shu)聯(lian)(lian)(lian)單管理,嚴(yan)把“出(chu)庫”和(he)“入庫”關口,全面(mian)掌握(wo)建(jian)(jian)(jian)(jian)筑(zhu)垃圾(ji)分類流量(liang)流向數據。推(tui)行(xing)(xing)建(jian)(jian)(jian)(jian)筑(zhu)垃圾(ji)跨區(qu)(qu)(qu)轉移(yi)聯(lian)(lian)(lian)防聯(lian)(lian)(lian)控和(he)聯(lian)(lian)(lian)審(shen)聯(lian)(lian)(lian)批協作機(ji)制,保證(zheng)“垃圾(ji)不出(chu)區(qu)(qu)(qu),出(chu)區(qu)(qu)(qu)有監(jian)管”,嚴(yan)防偷倒亂(luan)倒,落實監(jian)管閉環。進(jin)一步完善屬地監(jian)管體系,充(chong)分依托社區(qu)(qu)(qu)工作人(ren)員(yuan)、基(ji)層網格員(yuan)等力量(liang),采用“人(ren)防+技防”手(shou)段,加大對(dui)偏僻(pi)區(qu)(qu)(qu)域、偷倒高(gao)發點位(wei)的巡查頻(pin)次和(he)監(jian)控核(he)查力度,推(tui)動(dong)建(jian)(jian)(jian)(jian)立(li)發現及時、查處迅速的聯(lian)(lian)(lian)動(dong)監(jian)管格局(ju)。建(jian)(jian)(jian)(jian)立(li)健全路面(mian)執法(fa)聯(lian)(lian)(lian)動(dong)機(ji)制,重點查處未(wei)核(he)準運(yun)輸(shu),“黑車”運(yun)輸(shu)、故意(yi)污損遮擋號牌、未(wei)密閉、帶泥(ni)上(shang)路、超(chao)限超(chao)載、超(chao)速行(xing)(xing)駛、未(wei)按時間(jian)路線行(xing)(xing)駛、亂(luan)棄亂(luan)倒建(jian)(jian)(jian)(jian)筑(zhu)垃圾(ji)等違法(fa)違規行(xing)(xing)為。(責(ze)任(ren)單位(wei):市(shi)城市(shi)管理局(ju)、市(shi)住建(jian)(jian)(jian)(jian)局(ju)、市(shi)公安局(ju)、市(shi)交通(tong)運(yun)輸(shu)局(ju),各縣(xian)〔市(shi)、區(qu)(qu)(qu)〕人(ren)民政府(fu))
4.規范消納處置。對照《建(jian)筑垃圾(ji)處(chu)(chu)(chu)理技術標(biao)準》(CJJ/T134-2019),對建(jian)筑垃圾(ji)分揀(jian)中(zhong)轉站、轉運調配場(chang)(chang)、回填(tian)工地(di)、資源化(hua)利用企業等消(xiao)(xiao)(xiao)納(na)場(chang)(chang)所(suo)加強建(jian)設運營監管,開展(zhan)擅自設立建(jian)筑垃圾(ji)消(xiao)(xiao)(xiao)納(na)場(chang)(chang)和中(zhong)轉分揀(jian)“小作坊”專項(xiang)整治,一(yi)案一(yi)策推進(jin)整改。加強消(xiao)(xiao)(xiao)納(na)場(chang)(chang)所(suo)來料控制(zhi)(zhi),實(shi)(shi)行協議處(chu)(chu)(chu)置、入場(chang)(chang)登記和查驗(yan)、拒(ju)收退回等制(zhi)(zhi)度,嚴防未經(jing)核準、無(wu)法消(xiao)(xiao)(xiao)納(na)處(chu)(chu)(chu)理的(de)建(jian)筑垃圾(ji)入場(chang)(chang)。規范(fan)尾料管理,落(luo)實(shi)(shi)“無(wu)害化(hua)”處(chu)(chu)(chu)置要(yao)求。(責任單(dan)位:市城市管理局、市生態環境(jing)局、市公安局、市工信(xin)局,各縣〔市、區〕人(ren)民政府)
5.推進智慧管理。建(jian)立完善我市(shi)(shi)建(jian)筑垃圾(ji)綜合監管(guan)(guan)服務(wu)系統,并納入城市(shi)(shi)運行管(guan)(guan)理(li)(li)服務(wu)平(ping)臺。推進工地視(shi)頻監控(kong)、重要路口(kou)視(shi)頻監控(kong)、車載定位(wei)和(he)視(shi)頻等數據共享。按照“市(shi)(shi)級統構、分級應用、一網統管(guan)(guan)”的思路,強化監管(guan)(guan)和(he)服務(wu)并重,推進跨(kua)(kua)部門(men)跨(kua)(kua)區域跨(kua)(kua)層級協(xie)同,實現信息(xi)公開、全(quan)面閉(bi)環、整體智治的目標,提高(gao)監管(guan)(guan)和(he)服務(wu)效能。(責任(ren)單位(wei):市(shi)(shi)城市(shi)(shi)管(guan)(guan)理(li)(li)局(ju)、市(shi)(shi)住建(jian)局(ju)、市(shi)(shi)公安局(ju)、市(shi)(shi)交通運輸局(ju)、市(shi)(shi)數字經濟發展中心,各(ge)縣〔市(shi)(shi)、區〕人(ren)民政府)
(三)提升消納處置能力。
1.推進中轉設施建設。統籌閑置用地、廢舊廠(chang)房等(deng)資(zi)(zi)(zi)源,合理(li)規劃布局(ju)(ju)(ju),推進(jin)中(zhong)端設施建(jian)設,提高建(jian)筑(zhu)(zhu)垃圾中(zhong)轉(zhuan)和產消調適能力(li)。每個(ge)(ge)縣(市(shi)(shi)、區)至少(shao)推進(jin)建(jian)立(li)1至2個(ge)(ge)建(jian)筑(zhu)(zhu)垃圾分揀中(zhong)轉(zhuan)站(zhan),解決本轄區工(gong)程(cheng)垃圾、裝(zhuang)修垃圾等(deng)的(de)處(chu)置問題(ti)。市(shi)(shi)自然資(zi)(zi)(zi)源局(ju)(ju)(ju)、各縣(市(shi)(shi)、區)應(ying)整合臨時用地、廢棄采礦坑等(deng)土地資(zi)(zi)(zi)源,依托平臺公司或租賃運(yun)營等(deng)方式(shi)推進(jin)工(gong)程(cheng)渣土轉(zhuan)運(yun)調配場(chang)建(jian)設,原則上(shang)每個(ge)(ge)縣(市(shi)(shi)、區)至少(shao)推進(jin)建(jian)立(li)1個(ge)(ge),總容量應(ying)不少(shao)于50萬立(li)方米。(責(ze)任單位:市(shi)(shi)城市(shi)(shi)管理(li)局(ju)(ju)(ju)、市(shi)(shi)自然資(zi)(zi)(zi)源局(ju)(ju)(ju)、市(shi)(shi)農業農村局(ju)(ju)(ju)、市(shi)(shi)生態環境(jing)局(ju)(ju)(ju),各縣〔市(shi)(shi)、區〕人民政府)
2.推進消納設施建設。強(qiang)化(hua)(hua)(hua)(hua)就近消納,原則上每個縣(市(shi)(shi)、區)至少有(you)1個建(jian)筑(zhu)垃(la)(la)圾資源(yuan)(yuan)化(hua)(hua)(hua)(hua)利(li)用項目,也可與鄰近縣(市(shi)(shi)、區)協商(shang)共用,必須具備裝修垃(la)(la)圾無害化(hua)(hua)(hua)(hua)處置能力。鼓勵建(jian)筑(zhu)垃(la)(la)圾資源(yuan)(yuan)化(hua)(hua)(hua)(hua)企業通(tong)過技改(gai)擴線(xian)、延鏈(lian)(lian)補鏈(lian)(lian)提(ti)高(gao)建(jian)筑(zhu)垃(la)(la)圾資源(yuan)(yuan)化(hua)(hua)(hua)(hua)利(li)用率和(he)產品附加(jia)值。加(jia)強(qiang)土(tu)方回填項目管理,提(ti)升(sheng)工程(cheng)渣(zha)土(tu)消納能力。拓展工程(cheng)渣(zha)土(tu)等建(jian)筑(zhu)垃(la)(la)圾在燒(shao)磚、再生砂(sha)石等方面的資源(yuan)(yuan)化(hua)(hua)(hua)(hua)利(li)用。(責(ze)任單位:市(shi)(shi)城市(shi)(shi)管理局(ju)(ju)(ju)、市(shi)(shi)自然資源(yuan)(yuan)局(ju)(ju)(ju)、市(shi)(shi)工信局(ju)(ju)(ju)、市(shi)(shi)生態環境(jing)局(ju)(ju)(ju),各縣〔市(shi)(shi)、區〕人民政(zheng)府(fu))
三、實施步驟?
提升工作分三個階段組織實施。
(一)部署準備階段(2023年10月至2023年12月):啟(qi)動《九(jiu)江市(shi)建筑(zhu)垃圾污染環境防治(zhi)工作規劃》編制,研究(jiu)出臺行業準入條件(jian),推(tui)進建筑(zhu)垃圾排放、運輸和消納三項核準制度落實到位(wei),各縣(市(shi)、區)擬定建筑(zhu)垃圾中轉分(fen)揀(jian)站、轉運調(diao)配場、資(zi)源化(hua)利用項目(mu)建設計劃,推(tui)進項目(mu)選址和前期相關準備工作。
(二)鞏固提升階段(2024年1月至2024年12月):通過強化工(gong)作調度和(he)(he)考核,確保全(quan)市各縣(市、區)建(jian)筑垃(la)圾(ji)中(zhong)端(duan)中(zhong)轉和(he)(he)末端(duan)消(xiao)納(na)設施基(ji)(ji)(ji)本建(jian)成(cheng),建(jian)筑垃(la)圾(ji)管理服務平臺全(quan)面建(jian)成(cheng),部門協同和(he)(he)跨區轉運(yun)監管機制基(ji)(ji)(ji)本建(jian)立(li),行業(ye)信用體(ti)系基(ji)(ji)(ji)本完善,亂棄(qi)亂倒、亂填亂埋建(jian)筑垃(la)圾(ji)現象基(ji)(ji)(ji)本杜絕(jue)。
(三)全面完善階段(2025年1月至2025年12月):研究出(chu)臺《九江市建(jian)筑(zhu)(zhu)垃圾管理(li)辦(ban)法》。補齊建(jian)筑(zhu)(zhu)垃圾分類收(shou)集、分類處理(li)設施短板。完(wan)善全過程管理(li)體系。確保建(jian)筑(zhu)(zhu)垃圾綜合(he)利用(yong)率達到60%以(yi)上(shang)。
四、職責分工
市(shi)(shi)(shi)城市(shi)(shi)(shi)管(guan)理(li)(li)(li)(li)局是本市(shi)(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)管(guan)理(li)(li)(li)(li)的(de)(de)行(xing)政主管(guan)部(bu)(bu)門(men),負(fu)(fu)(fu)(fu)責(ze)(ze)本行(xing)政區(qu)域內建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)管(guan)理(li)(li)(li)(li)工(gong)作(zuo)(zuo)的(de)(de)統籌(chou)規(gui)(gui)劃、督促(cu)指(zhi)導(dao)和(he)檢查(cha)(cha)考核(he);各(ge)縣(市(shi)(shi)(shi)、區(qu))城市(shi)(shi)(shi)管(guan)理(li)(li)(li)(li)部(bu)(bu)門(men)會(hui)同(tong)街道(dao)(dao)辦事處(chu)(chu)、鄉(鎮)人(ren)民政府等(deng)部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)轄(xia)區(qu)內的(de)(de)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)管(guan)理(li)(li)(li)(li)工(gong)作(zuo)(zuo)。自然資(zi)源部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)配合城市(shi)(shi)(shi)管(guan)理(li)(li)(li)(li)部(bu)(bu)門(men)做(zuo)好全市(shi)(shi)(shi)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)處(chu)(chu)置場所(suo)的(de)(de)選址工(gong)作(zuo)(zuo),并在新(xin)建(jian)(jian)(jian)(jian)住宅小區(qu)規(gui)(gui)劃審批時布(bu)局垃(la)(la)圾(ji)(ji)(ji)(ji)收集點,負(fu)(fu)(fu)(fu)責(ze)(ze)收儲(chu)土(tu)地的(de)(de)管(guan)理(li)(li)(li)(li)。住建(jian)(jian)(jian)(jian)部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)源頭管(guan)理(li)(li)(li)(li)和(he)資(zi)源化(hua)再(zai)生產(chan)(chan)品(pin)的(de)(de)推廣利(li)用工(gong)作(zuo)(zuo),指(zhi)導(dao)、督促(cu)物業(ye)服務企業(ye)加強對建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)的(de)(de)規(gui)(gui)范(fan)(fan)管(guan)理(li)(li)(li)(li)。公安交管(guan)部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)運輸道(dao)(dao)路(lu)(lu)交通安全管(guan)理(li)(li)(li)(li),規(gui)(gui)范(fan)(fan)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)運輸車(che)輛的(de)(de)行(xing)駛(shi)路(lu)(lu)線、查(cha)(cha)處(chu)(chu)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)運輸車(che)輛和(he)駕駛(shi)人(ren)違(wei)反道(dao)(dao)路(lu)(lu)交通法(fa)(fa)律法(fa)(fa)規(gui)(gui)的(de)(de)行(xing)為。交通運輸部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)對建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)運輸經營企業(ye)、營運車(che)輛和(he)營運駕駛(shi)人(ren)員貨運市(shi)(shi)(shi)場準入的(de)(de)監督管(guan)理(li)(li)(li)(li),查(cha)(cha)處(chu)(chu)違(wei)反道(dao)(dao)路(lu)(lu)運輸法(fa)(fa)律法(fa)(fa)規(gui)(gui)的(de)(de)行(xing)為。生態(tai)環(huan)境(jing)部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)依(yi)法(fa)(fa)查(cha)(cha)處(chu)(chu)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)資(zi)源化(hua)再(zai)利(li)用過程(cheng)中的(de)(de)環(huan)境(jing)違(wei)法(fa)(fa)行(xing)為,配合各(ge)縣(市(shi)(shi)(shi)、區(qu))政府做(zuo)好建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)中轉(zhuan)和(he)末端處(chu)(chu)置場所(suo)的(de)(de)環(huan)境(jing)影響評價工(gong)作(zuo)(zuo)。農業(ye)農村部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)協助(zhu)做(zuo)好農村建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)的(de)(de)規(gui)(gui)范(fan)(fan)管(guan)理(li)(li)(li)(li)工(gong)作(zuo)(zuo)。發展(zhan)改革部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)資(zi)源化(hua)利(li)用項目備(bei)案審批,指(zhi)導(dao)督促(cu)再(zai)生產(chan)(chan)品(pin)使用。工(gong)信(xin)部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)服務和(he)培育建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)資(zi)源化(hua)利(li)用企業(ye)。財政部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)按照政府相關(guan)(guan)文件精(jing)神(shen)統籌(chou)安排建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)管(guan)理(li)(li)(li)(li)提升(sheng)工(gong)作(zuo)(zuo)相關(guan)(guan)經費。行(xing)政審批部(bu)(bu)門(men)負(fu)(fu)(fu)(fu)責(ze)(ze)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)處(chu)(chu)置核(he)準相關(guan)(guan)工(gong)作(zuo)(zuo)。市(shi)(shi)(shi)數(shu)字經濟發展(zhan)中心負(fu)(fu)(fu)(fu)責(ze)(ze)協助(zhu)指(zhi)導(dao)建(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)垃(la)(la)圾(ji)(ji)(ji)(ji)信(xin)息平臺(tai)建(jian)(jian)(jian)(jian)設和(he)數(shu)據共享等(deng)相關(guan)(guan)工(gong)作(zuo)(zuo)。
五、工作保障
(一)強化工作協同。建立建筑(zhu)垃(la)圾管理(li)提升工(gong)(gong)(gong)作專班,由市(shi)(shi)(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)(shi)(shi)管理(li)局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)公安局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)住建局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)自然資源局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)交通(tong)運(yun)輸(shu)局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)生態環境局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)農(nong)業農(nong)村局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)發(fa)改委、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)工(gong)(gong)(gong)信(xin)局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)財政(zheng)局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)行(xing)(xing)政(zheng)審批局(ju)(ju)(ju)(ju)、市(shi)(shi)(shi)(shi)(shi)(shi)(shi)數字經(jing)(jing)濟發(fa)展中心(xin),潯陽(yang)區(qu)、濂溪區(qu)、柴桑區(qu)政(zheng)府(fu),九江經(jing)(jing)濟技術開(kai)發(fa)區(qu)、八里湖新區(qu)管委會等單(dan)位組成(cheng),市(shi)(shi)(shi)(shi)(shi)(shi)(shi)城市(shi)(shi)(shi)(shi)(shi)(shi)(shi)管理(li)局(ju)(ju)(ju)(ju)為(wei)牽頭單(dan)位,專班工(gong)(gong)(gong)作規則另行(xing)(xing)制定。具體工(gong)(gong)(gong)作實行(xing)(xing)部門負(fu)責制,各(ge)負(fu)其責、密切協作、信(xin)息(xi)互通(tong)、聯動推進,確保各(ge)項工(gong)(gong)(gong)作取得(de)實效(xiao)。?
(二)強化督查考核。建(jian)立建(jian)筑(zhu)垃圾管(guan)理工(gong)(gong)作(zuo)(zuo)(zuo)目標考核(he)和督(du)查通(tong)報(bao)制度(du),將建(jian)筑(zhu)垃圾管(guan)理提升工(gong)(gong)作(zuo)(zuo)(zuo)成效(xiao)納入(ru)縣(xian)(市(shi)、區)年度(du)綜合考核(he)。市(shi)城市(shi)管(guan)理局組織工(gong)(gong)作(zuo)(zuo)(zuo)專(zhuan)班,加大督(du)查和調度(du)力(li)度(du),對各縣(xian)(市(shi)、區)工(gong)(gong)作(zuo)(zuo)(zuo)任務進展(zhan)情況(kuang)、工(gong)(gong)作(zuo)(zuo)(zuo)成效(xiao)進行(xing)督(du)導檢查和定期(qi)通(tong)報(bao)。適時(shi)邀請人(ren)大代表、政協委員,參與和監督(du)建(jian)筑(zhu)垃圾管(guan)理提升工(gong)(gong)作(zuo)(zuo)(zuo)。
(三)強化工作激勵。市財政局(ju)按照(zhao)市政府相(xiang)(xiang)關(guan)文件精神(shen),統(tong)籌安(an)排建筑垃圾(ji)管理提升(sheng)工作(zuo)相(xiang)(xiang)關(guan)經費,激發各地(di)各部門積(ji)極性(xing),提升(sheng)工作(zuo)效能。
(四)強化氛圍營造。加強(qiang)對(dui)建筑垃(la)(la)圾(ji)管理工作(zuo)的(de)宣傳,推進(jin)宣傳進(jin)工地、進(jin)小區,弘揚綠色環保理念。及時總結(jie)提煉可(ke)復制、可(ke)推廣(guang)的(de)經驗做法,組織經驗推廣(guang),優秀突(tu)出(chu)的(de)案例向社會(hui)公示,切實發揮示范(fan)引領作(zuo)用。強(qiang)化對(dui)建筑垃(la)(la)圾(ji)違法行為的(de)曝光,提高公眾規范(fan)處置(zhi)建筑垃(la)(la)圾(ji)的(de)自覺性。建立健全建筑垃(la)(la)圾(ji)違法行為舉(ju)報制度,形(xing)成全社會(hui)共(gong)治的(de)良(liang)好氛圍。
